Founded Valikhnovski Surgery Institute (Kyiv), starting a 28-year history as a leading center for reconstructive medicine.

2004–2010

Team of President Viktor Yushchenko

Joined the team of Ukrainian doctors who treated the President after dioxin poisoning. From 2005 to 2010, served as the personal doctor of the President of Ukraine.

State Affairs Department

Deputy Head of the State Affairs Department of the President of Ukraine (Decree No. 11/2008).

2010–2012

Ministry of Emergencies and the "112" System

Advisor to the Minister of Emergencies of Ukraine, Head of the Department of Emergency Medicine and the implementation of the "112" system (analog to 9-1-1).

THE LANCET (2009)

Treatment of President Viktor Yushchenko

In 2004, Valikhnovski was selected to join the team of Ukrainian doctors who saved President Viktor Yushchenko after dioxin poisoning (2,3,7,8-TCDD poison). In 2005–2010 — personal doctor of the President.

Scientific contribution: co-author of an international peer-reviewed publication in The Lancet (2009, 374(9696):1179–1185, DOI: 10.1016/S0140-6736(09)60912-0).

SYSTEM 112

State Service and Emergency Care (2008–2012)

Deputy Head of the State Affairs Department (2008–2010), later Advisor to the Minister of Emergencies on emergency medicine. Managed the implementation of the national emergency call system "112" (Law No. 9074 of 26.08.2011), which operated during Euro 2012.

Combining high-level private surgical practice with the state healthcare infrastructure.

Dr. Valikhnovski Named Scholarship

On November 18, 2025, an agreement was signed with the Ternopil National Medical University to establish a named scholarship for students with excellent grades whose parents died for Ukraine. Scholars receive free participation in Valikhnovski Academy, practical experience, and preparation for international exams.
